Call Forward When Busy

I am using Broadvoice with a Talkswitch 48CVA. I have two incoming POT lines and 1 Broadvoice VOIP line. I have POT 1 forward when busy (via the phone company) to VOIP 1. I then setup VOIP 1 to forward when busy to POT 2. What I am trying to accomplish is giving out my main phone number to people (POT1) and if that is busy, it automatically goes to VOIP1, if that is busy or in use it goes to POT2. THe problem I am facing is that if POT1 and VOIP1 are both busy the call is not going through to POT2. This is the same thing the phone company would setup with hunt/rollover lines. But it doesn't seem to work going from POT --> VOIP --> POT I just get a busy signal when the first POT & VOIP line are busy instead of it ringing POT2.

So my question is, is it possible to enable call forward when busy on a several phones so if they are all in use the call rolls all the way down the line?
