Is there any way to call forward to voice mail over a tie line? Phones that need to be forwarded are on 424i that is connected to another 424 via T1 tie lines. Stratagy voice mail is installed on far-end.

No, you can not call forward accross TIE lines. If it a T-1 you can take an Adtran 120 with FXO cards and put S/L port from the remote side and you program those ports as VM in 31. At the side that has VM you ring the T-1 (FXO) to the pilot number of VM. When VM answers the VMID is passed to the VM and there you go.
If it's an REMU your out of luck. sorry game over

I don't know about your particular system but I am forwarding voicemail over two DPNSS links.

Simply use DNIS tables and put in TAC 80X then ext and mailbox
