Help strata dk8 least cost routing

Hi guys,
I am trying to get lcr to work on a system, I am not a PBX technician. I do have all the programming manuals and have been able to set up program 16 and have assigned CO lines to groups. I have also through program 40 and 41 have access to the CO lines. I am having problem getting a line to light up when I dial a number. I press intercom then 9 and lcd reads "using lcr dial a number" . Then I dial number any I get a busy signal before any lines light up.
I have all local and long distance calls go to route plan 8 which i set up with the CO line groups. This is a old system programming book from 1993.

Thanks for any help
Mike

Sounds like a DRL problem or COS problem. may be easier just to buy a CTX28 and be done with it. Toshiba has made it so much easier to do LCR with the newer systems.

COS or routing error. DK analyzes digits dialed before returning dial tone. Busy means routing table errors, COS errors, digits allowed not setup right, or line grp issues. [edited by Admin]. It works great when programmed right. Make sure you have the right program sheets for the software version.
