To anyone who can help!!
The system has been defaulted, and I am unable to program any lines to the system. I have the programming manual, but unable to assign the lines. It is a basic system (4x, I've assigned buttons 1 - 4 as call buttons, but still I have no status led or line when I select the button. Incoming rings. I know I'm probably overseeing one of the functions.

Go to this site and find the Samsung manual on the DCS. I think you program the lines as 701, 702, 703...etc..

If the system is at default then they should have all lines and access to them, ringing will be on station 4 in day mode and you can program 8 stations per line to ring. It sounds like it is not in default to me.
