It will mask the Name and I believe the incoming number to the outside world. I will have to double check if it masks the number as well but I believe it does...for the Nortel Pbx.

The number can be blocked to internal or external only or both. On the Siemens ISDX PABX you can also block the number to external. Telco will have to set it up as private line for a PSTN line (not connected to a PABX).

Easy to program? Lots of Features? Easy interoperability? I know Siemens has a much larger user base in some Euro Countries, I wanted to know why its so popular.

It depends on what you are actually doing, access levels and MACs, Pickup Groups, hunt groups, system speed dials, & forwarding can be done via a nice GUI interface. Anything other than that you have to use the command interface, I was lucky and got a combo (combines the best of both the GUI and command interface) software tool from one of the High level Siemens Techs, which helps with the more involved programming. We do a fair bit of Least Cost Routing, blocking dialled numbers here (management always wants to save money), so some of the programming gets involved - but you just have to follow the steps. Compared to the ISDX (which I believe is similar to a ROLM) some things are harder to program. We have two ISDXs and the one Hicom on this campus which share a 10,000 number range from the Telco. The three work well together transferring (4 digit extensions across the whole campus), CLI, etc. We have the version 3 software installed which gives you even more features, one of the main being able to setup Keysystems within the PABX, we have about 100 Doctors offices (Private Practice) attached to the Hospital of about half have the Keystyem feature. So all in all I don't mind it, not a bad PABX.
