BUG1369 when truning up PRI

I deal with 200+ "Courtsey phones" at a Airport, they are Basically a Black 2554 set on a Nortel option 11 system setup to dial 201 for this 202 for that Etc, and I try to check them every once in a while following it better to have a ounce of prevention being worth a pound or Cure, when I get one that does not work I usually have to take the Cover off to look at the "Guts" of the phone the last Couple of times a Quarter plops out onto the Floor, I did not really put 2 and 2 together till yesterday when yesterday when 3 quarters ploped out! the only thing I can think is someone Suffering the "ID Ten T" problem somehow thinks it's a pay phone and is putting quarters in the Slot Between the hookwitch,
