The headset is designed to plug directly into the HEADSET socket in the bottom of the phone, there are 3 sockets in fact, line in, handset and headset
Never heard of a headset that connects directly to the phone. Is this a 3900 series phone set? I know they have headset jacks but they need to programmed up correctly. Check your NTP on the 3900's with regard to headsets.

My NTP tells me you need the right 3900 set:

The M3901, M3902, M3904 and M3905 support and amplified headset when the headset connects to athe handset jack.

The M3904, M3904 and M3905 have a dedicated headset jack which supports non-amplified headset. The M3904, M3904 and M3905 have a Headset Fixed Feature Key to turn the headset on and off.

Do you have the feature key properly programmed and do the users know how to use it properly?

Ok. I have looked at the 3820 sets. There is a key statement in the NTPs:

Speaker/Handsfree: The speaker key allows you to activate handsfree
and group listening features. Handsfree is only available on the M3310
and M3820 models and is enabled by the system administrator. If
handsfree is not configured at the switch, the telephone can only be used
to listen.

Sounds like what your people are experiencing. You must enable the handsfree by programming them from the switch. The option is HFA (the set is likely set to HFD). Note: HFA and HFD are part of the CLS (class) options on the phone.

There it is right at the end of your first line!! HFD You need to change that to HFA!

Programming will be something like this:

REQ CHG
TYPE 3820
TN <whatever set>

CLS HFA
