Does anyone know what configuration parameters I can change, if any, to allow me to complete a conference call on a HiPath 4000 before the consulted party answers?

I'm trying to make a conference controlling a virtual station through JTAPI. When I try to complete the conference while party B is alerting I receive the following error:

The conference works fine when I answer the call before completing but fails when I just let it ring.

I'm hoping someone here has the expertise to help me out.
