Rix will be able to answer the first part of your question. I would assume there is something in the PHPBB application that helps in the set up.

As for not seeing alot of garbage, the moderators do a good job of catching stuff fairly quickly and deleting it or moving it to the spam forums. Sometimes people can do a better job than software filters.

Well our new forum, hopefully will prevent uses from doing this from now on.
