Cool t-1 no wink start

I have just installed a kx-td187 t-1 card on a kx td1232-6, went through the configuration on the tech advisory for this installation, although when choosing a line wink is not being sent to my provider, same on incoming calls, channel will open but no wink. I have tried everything I can thing of including replacing the t-1 card, has anyone seen this or have any ideas what to try next?

there is a gound on the ksu, but I will double check it. yes on the door and yes on the csu. On incoming call I can see channel 1 open (co-25), telco sayes no wink being sent back to them.

Well it seems I may have choosen the wrong telco, I had them dispatch a tech to my location, only to find there was a loop on the line somewhere, my wink was being sent back to me and not going through. apparently the person at telco was not smart enough to see it, even after me asking her to check the t-1 multible times during the turn-up process.
