kxtd1232-1, tv200 - extensions 120 and above are not acknowledged

Hello, I installed a kxtd1232-1 with the tv200 voicemail system at my friends business. I'm running a 4co expansion card and an 8ext expansion card. On the third punchblock extensions 117-119 work fine. Anything 120 and above will only call out, they are not recognized as extensions. If I try to dial 120+ I recieve a busy signal. I thought that the problem could be a conflict with the flexible numbering, but that does not appear to be the case. I have the system set up so any user can answer any ringing phone by selecting **. I tried ** from extension 122 to see if it would pick up an incomming call (thus disclosing a number assignment conflict.) It did not. If anyone could provide me with some suggestions, it would be greatly appreciated. Our proprietary phone is broken and I am ordering a new one today, so if a solution is available via computer connection or analog phone, that would be best. However, please include solutions involving the P phone as I will have one again shortly.

if you had a flexible numbering conflict you would not be able to enter
the data in the first place.
