REDDING, Calif. - A man who started a major northern California wildfire by mowing his lawn in drought conditions has been sentenced to four years in state prison, authorities said Thursday.

The fire destroyed 80 homes, 30 buildings and scorched nearly 11,000 acres.

William Mathew Rupp, 46, of Jones Valley, sparked the multimillion dollar Bear Fire in August 2004 when he mowed his lawn despite repeated warnings of the danger. A Shasta County jury convicted him in February of arson and unlawfully causing the fire when the mower blade struck a rock and ignited the dry grass.

The private property loss was estimated to be $7 million and damage to timber and rangeland another $7.5 million. Firefighters spent nearly $10 million extinguishing the fire.

The California Department of Forestry and Fire Protection wants Rupp to pay for all the firefighting costs.

With fire season approaching, the department warned that there will be high fire danger again this year from using equipment like mowers, chain saws, welding or grinding equipment, or driving vehicles over dry grass or vegetation. It recommended using string trimmers to cut dry grass.

I had a HOA in Tustin (OC) put the screws to me for welding - this in the conrete jungle of OC.

Also got a ciatation up here for welding during fire season - this back before I had my shop up with power so I was welding off of the main electrical panel in the back yard at night - the neighbors thought a wire came down off the pole and called the fire department who sent everything they had to slaglane. While I was being cited the dude told me "You don't think we roll this stuff for free do ya?"

I mentioned that... but the call was about me and there was a 'violation' (even though the grass was wet and there was a live garden hose next to the welder) so they hit me for a few dollars.

Not to worry - I've paid all of those neighbors back in spades since then.

The neighbors who called are the ones who live behind me - everytime they've tried to have a weekend pool party for 3 months after the welding incident I decided to fire up the ole shredder and do some shredding at about 20 ft from their pool.

My shredder has never been described as quiet or even remotely pleasant to be around. And yeah they called the cops again but the local laws say I can make as much 'industrial' noise as I can during daylight hours.

The Grobian has an air compressor in his shop that makes an unbelieveable amount of noise and vibration when it kicks on to fill its auxilliary tank. It kicked on one eveing when I was outside planting flowers and scared the cr@p out of me. He wasnt home, and I was not sure just where this horrible noise was coming from...our house? the shop? the neighbors? He'd forgotten to tell me about his new toy. I'm thinking a nice big, loud compressor should do the trick; every so often you could go out and hit the hose and PPSSSHHHTTTT! they'd hear that, and then the compressor would have to kick on to refill the tank. A regular symphony of industrial noises.

This week I'm picking up a new 30 year old air compressor from a divorcee in the office, it's rumored to be a big 220V unit and I'm installing it behind the garage on the side that faces those neighbors.

Awhile back I straight piped the 10hp engine on my shredder so now the engine and the shredder compete for which one can make the most racket.

You should be well on your way. Maybe you need a router to go with all of the noisy stuff. The Grobian has one, and it, too, is a noisy little devil. Now there's a 2nd router on our block, and I'm not sure if the 2nd one was bought as revenge for the one that lives in our shop. All I know, is that some evenings, things get pretty noisy on our block. The beauty part is that we have next door neighbors that like to argue with each other at full volume, and now, the Grobian and the other router guy can dish it right back.
