Not difficult to tell when some overgrown ogre uses the little peoples urinal (that have to be installed in public facilities) and walks away leaving overspray all over the place.

Studied this have we? The only place I've noticed the lower urinals is in the big shopping centres and cinemas and in both places there's loads of urinals to choose from in each so why would you even contemplate using a low one?

Because here some sicko will put a restroom with two urinals of varying heights in a high traffic public area.
