Does anyone knows what controls the ability to make outbound international calls on Option 61c systems?

more than likely it's your NCOS settings

ncos 7 is normally unrestricted

or it maybe in your SPN's

In load 90, how is 011 (probably a SPN) set up ?
If it's in, you will need to check the RLI in load 86 (RLB) to see what route it is pointed and the FRL (probably 7 which should match the NCOS on the set).
then you would want to check the route in load 21 (LTM).
