I am trying to get an extention to ring when a specific line rings in. The line is line 9 on the system. I have selected that co to ring at that extention from programming mode, but the only thing I get is the line will light up when a call comes in. I am not a phone expert so any help would be greatly appreciated.

The line is probably DIT to another phone. goto mem block 3-42 and 43 for day and night mode and see if it is not DIT to a particular phone or car key.
