May I suggest one more point:
Check trunk to trunk conecction between two trks in the same route..i.e.. in the same T1 route..If the call can be made, then you have to check the route settings of your shoretel pbx.

This P.R signal should be provided by your TELCO ..So you have to check with them !!!

Please read below, this is extracted from the manual...see item 7..answer supervision / and release signal is the same as P.R
Service Conditions
1. The originating party may hang up at any time. The additional two parties will not be
disconnected.
2. This feature may be restricted to individual stations via System Data.
3. In the case of outgoing calls on trunks with no answer supervision, this feature may be activated
only after 18 seconds have elapsed since the last digit was dialed. This timer is programmable
in System Data.
4. In the case of outgoing calls on trunks with answer supervision, this feature may be activated as
soon as the called party answers.
5. A station user may hang up after completing a TRUNK-TO-TRUNK CONNECTION without
affecting the connection of the two outside parties, provided that:
a.) One trunk is incoming and the other is outgoing.
b.) Both trunks are ground start.
c.) Station users wait a programmed time interval after dialing an outside line before
hanging up.
6. If the originating party encounters a no-answer or busy signal when trying to conference a third
party, the originating party switchhook flashes and is reconnected to the held call.
7. This feature is inoperative when release signal is not provided from the distant end.

Thats works, the Shoretel PBX is routing out right. They have a tool to "watch" a t1 and see what is happening so I can watch each line and see it going out to the NEC passing the right digits.
