NEC 2000ips Brooktrout BRI

Have a situation were the client has a NEC2000 IPS and a TRBT BRI card
interfacing to a Brooktrout tr1034 4 channel BRI card, the software app can receive faxes via the pbx and deliver to users, however if a user trys to send a fax the app displays "Transmission Error" with a status code Receive failure (Phase b) the card is setup for "Central Office", A-Law.

I aslo get "no loop current" as well,,
