I have a 3300 AX with PRI E1 and also Analogue trunks. I want to assign the E1 as the primary route such the system always route calls to through the E1 trunks but in the event the E1 link fails it routes calls to the dedicated Analogue trunks but then reverts to the E1 automatically when normalised. Can the AX detect such conditions and perform a seamless and reversed ARS between the two trunk groups. What configurations should be effected to achieve this

Use route lists rather than standard routes for ARS. route lists are (as it says on the tin) a list of routes assigned against ARS digits and are tried in the order they are entered. However it will always try the primary route first and then the secondary. Therefore if your E1 fails and you try and make a call it will try the E1 first, detect the trunks are out of service and try the second route in the list which would be the analogue trunks.
