Can someone help trace where the default "0" for Operator is linked to an extension number such that if I dial "0" it routes to extn 400 already programmed as attendant, for example

not sure what you mean here? more info please. The 0 is not anywhere on the system in default you would have to program it as a directory number which could be an ext or a hunt group or a ring group or a multicall etc.

Are you going through an auto attendant?
