panasonic disa not support heavy trafic calls

For some reason I am unable to reply to voice messages sent from a remote node. I can send to that node and forward messages but using the reply option always fail. It fails due to technical difficulties. The cdr error says that the line is busy. Is there something I am overlooking???

What type system is it?
Check the port status and make sure the port connected for outcalling is not truely busy.
Have never seen the CDR report a busy line?? but I have not worked on all types of voice systems, just Octel, Lucent/Avaya
Can you attach the CDR rport?
