An ACOD is Access Code, access code for a route, can only be programmed / changed on a route,

ACOD is nothing but the "access code".We generally assigned it to the
route in order to access the root.it is generally four digit number.
we define it in ld 16,
when we press this code we get direct access to the root to which this
access code is mapped to.that's it...

Country:
In ld 16, I set "tgar 00", and access code works, else if I select tgar default value "01", access code doesn't work at all.

TGAR/TARG work differently that NCOS/FRL.
With NCOS/FRL you need to be that level or higher to get in.
With TGAR/TARG you are restricted if you are that level.
For instance if you phone is using 1 and your route is using 1 it will not let you in. If you were to change your phone to 0 or 2-whatever you will be fine.
You can multiple numbers to the route ie 1 2 15 17 woud restrict phones that have TARG of 1, 2, 15, or 17.
