9 in main cab and additional in ip expansion cab's

That is correct, BUT, you need to have a Clock Controller in each cabinet for Survivability to work.

The Meridian 1 Option 11c with 4 IP Expansion Cabinets can have up to a Maximum of 45 T1's.

An Option 11c Mini with 4 IP Expansion Cabinets can support 15 T1's.

so the IP expansion is better then the fiber expansion?

The normal 10 meter Fiber Cabinets do not support T1's.
Although they might work and I have seen them work in Fiber cabinets.

Not supported by Nortel Networks.
