Neat Meridian PBX...

I have witnessed the "white noise" problem but have yet to identify the source. I believe the grounding to be good. It was interesting that my T1 went down immediately after the white noise. I've been told by another user that it happens in frequently. I'm not sure it is a grounding problem as the problem is not repeatable. The user will hang up and make a subsequent call without any problems.

under what?

I wanted to give everyone an update on my noise problem. I had our vendor NextiraOne come over with a new power supply to put in the main cabinet. IT was the wrong Power supply. But while we had the switch down, We checked on another problem that I was having with 4 voice ports that I had to busy out on the switch side. We had finally narrowed down that problem to a suspected cable. As we switched cables, I noticed the cables that tied the mgate cards to the vioceports, were grounded on each end. Looking at how the each cabinet grounded to the same point, it occurred to me that a ground loop was created. As a former Sound Technician, it was habit to make sure that all cable shields only have a ground on one end. We lifted the shield grounds on one end, last Wednesday night. I have only had a few noise complaints since then. Instead of getting a rash of complaints it has slowed to a trickle. From all appearances this problem also appears to be a grounding issue.
