When the documentation says that an option 11c can be scaled to 700 lines, does this mean 700 extensions? Or does that 700 line number also include trunks?

I believe it is referring to TNs, whether it is Trunks or Phones.

The 'sale' numbers are inclusive of Trunks, Digital Cards, Analog Cards, Universal Trunk Cards, etc. Think of it in terms of resources - you have 700 resources available - how you configure them is up to you.

Chas is correct, the new term is resources. 700 total, be they trunks, system phones, ip, virtual or whatever.
