I have problem of incoming calls to CONSOLE. People from outside mistakenly call to unknown DNs which are not created in the PBX but, my Option 11c -2540B converts all unknown DNS to CONSOLE. So, how can I block those calls not reach to CONSOLE and get them BSY tone.

This is controlled by your Intercept Data programmed in you CBD in LD 15, and printed in LD 21.

By setting your CTVN to OVF for every call origination type, you will accomplish what you want to do

ATN = Intercept to Attendant
BSY = Busy Tone
NAP = Not Applicable
OVF = Overflow Tone
RAN = Intercept to Recorded Announcement

And these apply to calls from:

Station
Attendant Consoles
TIE Lines
DID Lines

In that order. So as an example:

OVF OVF ATN OVF

Would provide overflow to all calls except those comming in on TIE lines. They would intercept to the Attendant.
