This is very simple. LD 10/11(ncos)---->LD 87 (ncos=frl)-->LD 16 (FRL->CRNO)<------ LD 49(CRNO [allow/deny])

LD 16(RDB) FRL-->CRNO (in every rout to every FRL!)

for examle:
LD 16 LD49
---->frl 5 --->rout1(have crno 20)---> allow all
NCOS 5 ---->frl 5 --->rout2(have crno 13)---> deny 810
---->frl 5---->rout3(have crno 23)--->deny 8

i.e every NCOS have different schedule of CRNO for every Rout
