CPPM 5.0 Software Loading Issue

I am reloading 5.0 software to a CPPM CS card. I have the 1GB FMD installed, the onboard dipswitch set to position 1 for FMD, and the Dongle installed. I downloaded the software from Nortel and then extracted all files to a temporary folder. I then used the bootablermd.bat file from the utilities to create a bootable rmd for the software. Once that completed, I then copied the folders from my temporary folder onto the bootable RMD CF card. I insterted the RMD into the faceplate slot and powered on the card. When I press "F" to load from faceplate I get this error:

Remove disks or other media.
Press any key to restart

I am thinking that the CPPM card can't read the RMD but I wanted to see if anyone else has had this issue. I formatted the RMD CF in windows as FAT but I am thinking I should format the CF through PDT on a active CPPM. I have tried this with 2 different 1GB CF cards and get the same issue. This is a new CPPM card from Nortel.

The RMD CF shud not be formatted using windows, use the makeboot utility (rls 5 sw) to format and make the CF bootable

I did use the makeboot software to create the bootable rmd (as noted in original post) and still had this issue. I used another CF that was already formated as bootable and was able to load the software. So I formatted the 2 CF RMD's I have with PDT and did the bootable rmd process. After that, the CPPM card was able to boot from both RMD's.

I believe the RMD that is inserted into the faceplate has to be 512Mb. And when you run the makeboot utility. The files have to be contiguous. All the upgrades/installs that I have done have included a 1Gb CF for the FMD, a 512Mb for the RMD, and a 128Mb for backup once the system was loaded.
