Angry Loss of long-distance dialing

The system is a Nortel Option 11C. After a recent thunderstorm, we lost our ability to dial long-distance. 800 numbers can still be dialed out toll free through the local PRI and incoming long-distance still work. We currently have two TMDI cards, one for local calls and one for FTS. I've ensured the clock controller is enabled and all LED's are green on the cards. The only thing I found is a dead battery on the SSC card. I don't have immediate access to the battery but I was wondering if this could be the culprit. Thank you for your help!!!!

I was incorrect about the battery on the SSC card...it is actually a security device .
