73 is an access code for voicemail messages that leave your switch, check your SDN tables if not there check OUTCALLING. Someone set it up for a propose so I would be careful about deleting it, maybe change it to 74. To get more info look in your ADMIN BOOK

DNU stands for Delivery to Non User
This allows a message to be recorded and sent from the Meridian Mail to a telephone that does not have a mailbox or may be outside of your phone system.
Check to see if 73 has been assigned as a DNU prefix under Voice Administration, Outcalling Administration, Delivery to Non-User Addressing Prefixes & Associated Dialing Codes.
Ask around and see if anyone uses this feature and why they programmed 73 as a dialing code.
Then remove the 73 dialing code and wait for the complaints.
