occasional outgoing calls not connecting

The system is Option11C, with 12 channels on a PRI connection.

The problem has been happening for a couple of months now. Occasionally, 2 or 3 times per day, an agent will dial an outbound call and will receive the message "We're sorry, your call did not go through. Please hang up and try your call again. BEEP BEEP BEEP" Female voice, exact words used. Fast busy beeps.

The agent will redial the number immediately and the call will be connected. I've verified all this because every call is recorded.

I called my provider, and at their request, i fowarded logs of specific dates, times, and dialed numbers of some call failures. After some hemming and hawing on their end they decided that I need to verify that calls are actually being sent out from my system. I was told the technicians could only find one of the calls I supplied them with.

I loaded up LD 80 and did a TRAC 0 3006 twice, while the agent had the line open on a failed call.

This is what I got. Can someone shed some light on this output? Is there anything in this output that definitively states either the call was connected to something or not? I need to figure out if the problem is on my switch, or if it's the providers problem. Or is there something else I can do that will give me better information about what is going on?

Today we have a similar debate over this. Anyone know what this is? Class? Anyone? Anyone? Anyone seen this before? The Laffer Curve....
