Avotus tells me that I can not connect to one of my sites because the PTY is disabled. I know that to enable a TTY its "ENL TTY X" where X is the TTY port in LD 37.

How does one enable a PTY?

PTY's are always listed as disabled unless they are in use at that moment that you stat them, and you can't enable them. Wish I could help more but I don't know Avotus.
