Caller's List Not Working

Hi Guys,
The Company I'm taking care of is currently having issues with their caller lists, i believe this issue has existed before I worked here and no one seemed to notice except for myself. The issue is that here in Australia the carriers only provide 9 digit CLI for any incomming Calls. Meaning if i dial any extension from an outside line for example dialing from my mobile, My Mobile 0414 XXX XXX, it shows up on my display m3904 handset as 414 XXX XXX, now as you can see when utilising the callers list, the redial feature will not work.

Now when I enable DAPC table 0 on the Route i get incomming CLI of 0414 XXX XXX, This is all well but i still require the Extra 0 for the Dialout. I was wondering if anyone could tell me how i can configure a new DAPC table in order to add the additional 0 for the incoming CLI (00414 XXX XXX)

dapc: yes
tbl: enter any but 0 here as 0 cant be modified
npi: (numbering plan identification) (such as PRIV for private, NATL for national etc)
ton: (type of number)
pref: (enter upto 4 digits here)
