Log into a supervisor with sys admin priveliges. Go to Parameter Admin, here you can toggle status. Most of the time, however if the link is ENABLED - Down, it is the cleint application (in your case Aspect RTA) that will need to log in and bring thelink back up.

Example error messages you may see in regards to MEI

This message just says that the client (Click2Coach in this case) has logged into the MEI port.

Every two minutes, the client must send a "Keep Alive" message to the MEI port, if a keep alive is not received the MEI link will be in the "down" state. Problem on client end.

This could either be due to a LAN problem or a client problem.
