The pound key forces the End Of Dial Timer to complete.

Post a copy of one of the TN's of the Trunks going to the IVR.

I suspect either your EOD is set to long/high or the TN is not seeing supervision from the IVR and thus is not establishing the voice path.

This can be a real PITA to work thru, but can be managed.
