Unhappy Connecting TMDI card to CISCO T1 VWIC

I have an Option 11 system (single cabinet) release 25.47. We connected a TMDI card to a CISCO 2811 router T1 VWIC. The DCH is up and the card is active. We can call some of the phones on the VOIP network but cannnot phone some of the others. I definitally believe the issue is with the router programming.
However with the messaging (enl msgi/msgo) turned on when a call fails the message the PBX outputs is:

"Cause # 65 BC not implemented"

Does anyone know what this means?

is the 2811 configured as a gateway? . are there dial-peers set up on the router??

Thumbs up Problem solved

The VOIP phones that were unable to call through the Option 11 were connected to different 2811 router in the network that was not configured properly. This router did not have the proper CODEC or a CODEC programmed.
Still curious about what that error message means.
