fiber remote trouble

Have a 61c with three fiber remotes. I have one remote where every thing seems fine but customers say there is no dial tone. Their phones ring when you dial their extension but no one is on the other end. Strange part is if you call that extension it rings continuously even when they pick up their end. I suspect a speech path issue, would that constitute a bad clock controller card in the remote end or a bad net card in the core? Thanks for any prompt responses.

What type of remotes? Fnet or Multi-ipe? are you getting any errors on the Maint Term? any errors in the history file?
