Telephony Manager 3.1 Read Only problem

Installed TM 3.1 on my network after much problem.
Created users and assigned them to the Help Desk User Group.

Modified some of the rights to ReadOnly. The problem is that when the user logs in instead of have the abilitily to see the area I marked as Read Only they can not see it all as if it was hidden or had the access level set as No Access. The bottom line is the ReadOnly access does not work.

Has anyone experienced this and found a solution?

Do you show your HelpDesk listed in Local Policies>User Rights Assignment? Double click on Log on as a Service and Access this computer from the network.

This is found in NN43050-300
Telephony Manager 3.1
Installation and Commissioning (page 43)

I checked mine (but I don't have any other users programmed) and they are not there by default.
