Point to Point T1 flapping

I have two locations that are tied together by an ISDN/PRI T1. It's DCHs, on both ends, just keep going up and down. I keep getting DCH054 and then the DCH055. I have disabled the loops on each side, performed SLFT on each side, and they restore fine. Within an hour, they start flapping again. What do I do next?

Does this T1 go thru any sort of NIU on both ends, in beetwix the switches? or is hard wired ? If it's some distance, does it go thru a carrier for transport?

One is in a CS1000M MG in Indiana. It goes to a CSU across the telco network to a CSU in Arizona, CS1000M SG.

I think I would look to your carrier(s) to provide the resolution - if this was an established circuit, and was working normal - then all the sudden your taking some hits - it sounds like a faulty piece of equipment somewhere in between.....I had a case where an intermediate carrier had unintentionally switched a center portion of the circuit to AMI encoding - both ends were still B8ZS - T1 stayed up, but the 23 and Dchan went wacky every once in a while...took a LONG time to track down - no one wanted to admit to it....

Do the D-channel's sync up?
What about framing errors, are you taking any of those?

I would call the carrier and have them look at things; out here they enjoy tinkering with the echo cancelers at random and without telling us which wreaks havoc on D-channels.

Thanks guys!

There aren't any slips noted in the counter. I only get the DCH054 and DCH055 messages. When I look at both systems side by side they seem to drop relatively at the same time. The DCHs do synch up.
