I have a callpilot with only one admin account (000000) that cannot be accessed. We were able to get the distribution password from the vendor, does anyone know the procedure for resetting this password with the distribution password?

Unfortunately, that type of information will not be freely shared in the forums. What was the reason the vendor wouldn't share the password? Ask them to create you a secondary password or find a new vendor.

if you have access to the phsical windows box, running the callpilot wizard would give you the options to reset passwords
