lines from tellabs with low ring voltage

I have two lines that come from a fibre feed that goes into a tellabs 3404 sst 4wire interface module to 3406 sst. When these 2 lines are connected to a Norstart they ring fine but when we put it on an opt 11 cabinet with 4.0 there is not enough ring voltage to ring a set have tried different settings and nothing anyone work with these before?

What is the measured ring voltage at the 11C. Also, do you have them connected and programmed as Loop Start?

it drops to like 10 volts at the 11c and yes they are set up as loop start lines i have tried 600 and 900 ohms and still haven't got anything happening and have also ever tried new and old univ trunk cards

If possible change out the 3404 module with either a 3410A or 3411A/B module.
