Nortel 2250/PRI problem

We recently upgraded are trunks to PRI and now we are having a problem on our switchboard now. We are a hospital that has long distance calling codes (acces codes) for all employees and the patient rooms are NCOS 1- restricted for outside calls except local. The problem is when a patient wants to make a call they normally call the operator (our switchboard) and in the previous process the operator dialed the number and released it to the patient for them, which involved an EES (End to End Signaling) key. Problem didn't occur till after the upgrade was done- could this be a routing issue? Shouls a setting need changed in ATT_DAT or something else to check.

Transfer won't work these are calls being made to people out of the hospital. patient>switchboard>local long & long distance calls...
