Look in the NTPs under "Scheduled Access Restrictions" and "Electronic Lock".

Electronic Lock allows the user to "lock" the phone. It does this by changing the access restriction from the normal setting to one that fully restricts the user. The feature is activated using a flexible feature code and authorised by dialling the Station Control Password, SCPW.

To activate the lock:

1 Dial the Electronic Lock Activate (ELKA) code.
2 Dial the SCPW. The telephone’s Class of Service is changed to a restricted level defined in the CCS_DATA block, overlay LD 15.

To return the telephone to the originally defined Class of Service:

1 Dial the Electronic Lock Deactivate (ELKD) code.
2 Dial the SCPW. The telephone’s Class of Service is changed to the normal access restriction.

This feature is described in detail in the Features and Services Book 2, Flexible Feature Codes.
This document shows how to set up the restriction table in LD 15 (CCS_DATA) and the Flexible Feature Codes (ELKA/ELKD).

this feature does block external outgoing calls.
Is there a way to block internal outgoing calls?

An option if you are using M3900 or IP phones..

Configure the phone with a pretranslation table such that the normal dialing for both internal/external calls is translated into a vacant number. You probably still want calls to the operator and certainly emergency (911) calls to still go through.

Then use Virtual Office to "unlock" the phone by the user by accessing a different configuration which does not use the pretranslation tables.

the system we have is meridian option 11 and the phone type I want to lock is 2008.The Electronic lock works fine but it allows me to block only the external outgoing calls. I want to block the internal outgoing calls too.
Does anyone know how?

So you do not want the person to be able to make any calls - i.e. not internal to another station, or external to an outside party? What about an emergency (911) situation?

this phone has to be used only by one person. It is located in an open area. What I want is the user to be able to lock and unlock the phone using a password. I want to block outgoing internal and external calls.
I was able to block outgoing external calls using the electronic lock but not the internal calls.
Thank you
