Well it looks like corruption to me....

i suggest you out DSC 10 first
then dump the switch ( EDD ) and take a backup copy
then sysload to clear all the flags
then re-build DSC 10

Just for giggles, have you built any analog phones at your site with 10XX or even 10X? At least you can verify if you have corruption on YOUR side..not the far end.

PRT the Route 22 , and try to dial ACOD and then 1070, does that work ?
How are the settings of the FRL in the route 22
Which NCOS does the set have and print the FCR in LD 49
maybe 10 is denied in the FCR table.
You can also do a trace during the call in LD 80 trac TN dev
that gives you more info about the call.

Do you tried to change FLEN 4 to all DSC's?
Some time ago I have a similar problem with 3 PBX's with diferent number extension lengths (1, 4 & 5) and when I try to use the CDP with diferents FLEN some don't work with the same RLI and routes, so I use the FLEN = 5 to alls dsc's and the problem dissapear.
For an example: to call to some service in to PBX-3 (recording service) from PBX-1 I need dial a "8" and to call to an extension need to dial 2XXXX, so in my PBX-1 I put:
DSC 8
FLEN 1
DSP LSC
RLI 7
DSC 22
FLEN 5
DSP LSC
RLI 7
DSC 23
FLEN 5
DSP LSC
RLI 7
DSC 24
FLEN 5
DSP LSC
RLI 7
DSC 25
FLEN 5
DSP LSC
RLI 8
DSC 26
FLEN 5
DSP LSC
RLI 8

I can't dial the 8 don't work to the pbx-3 but I can dial to PBX-2 and PBX-3 the other cdp

when I cahnge the FLEN to 5 in DSC 8
I can dial the 8
why? I dont know but with the same FLEN work
