CS1000 No Dial Tone

I have a CS1000 w/ 1 Media Gateway that I currently have in a LAB environment being tested prior to deployment. When I go off hook I get no dial tone, period. I can hit digits and ring extensions, but when the far end answers I get no voice path. However,,, if I force the Media Gateway in to Survival mode, I get studder dial tone and everything works. I have replaced and or swapped the SSC cards, and daughterboards in both the Call Server and the Media Gateway. I have completely replaced the Call Server cabinet. Reloaded software on both. No luck. Any ideas?

are you talking IP,digital,analog or any type phones have the problem?
you might check all your ip addresses and subnet masks.
how many media cards do you have?
If your are using VLAN's there could be an issue on your data switch. Without knowing your network structure it's hard to say but it sounds like a network issue or an ip address issue
