If You Use 430 As An Extension, You Can Not Use 4300-4309. You Can Use 4310-4319, 4320-4329, 4330-4339 And So On

Same concept as 0.

If you use 0 as your operator then you can't use 0001 - 0999 or anything like:
0xx-xxxx if you have 7 digits...
