As far as I know an attendant console will not complete a call to a Busy DN - it's by design. You'll need to program 'Busy Verify"

Attendant Busy Verify allows the attendant to establish a connection with any apparently busy DN to verify that the DN is actually busy and in working order. This feature can also be used to connect with a busy station if an emergency situation requires call interruption by the attendant.

When Busy Verify is active, a 256 millisecond burst of interrupted tone is sent every six seconds to indicate the presence of the attendant. The attendant can Busy Verify only those stations with Warning Tone Allowed

Class of Service.
When a station is involved in a conference, the attendant can verify whether the station is busy even if it has Warning Tone Denied Class of Service.

An attendant can also use either the Release Source or Release Destination
key on the console to release one of the parties involved in a Busy Verify
conference.

RE:

A console can complete a call to a busy phone via camp-on as long as the phone isn't configured for Hunting (in which case the call gets forwarded to the Hunt destination instead). In this scenario, Break-In can be used to override the Hunt and get into the call.

Camp-on is described in the Features and Services NTP (553-3001-301, Book 1 of 3). This includes information on how to implement it.

Sounds like you also need to grab a copy of the "M1250/M2250 Attendant Consoles User Guide".
