help dividing consoles b/w users

How do i restricts private line assigned on a key of 3904 making long distances calls. like we restricts exts with an auth codes. am not asking abt electronic lock. its lock all local and long distances call. i only wants user to make local call and after dialin some password or something else he cud dial long distance call. is it possibel?? pls print a sample programme if there is.
How do i restricts by setting NCOS of sets. I know about NCOS LEVEL but NCOS is a permanent restriction u cant dial long distance call if u wants to dial from that ext. as far as the question why i need to restricts ext from callin long distance if sometimes they do call long distance from authcde is that i dont wants other user to miss use that ext, it is a large multistory bank and after hours many ppls missuse some exts.
