IP406V2 and LCR

Greetings! We have a new IP406 and are having LCR problems. I have two line groups in use: Our PRI which is Line Group 0, and a Foreign Exchange line which is Line Group 1. I have a short code set up to allow us to dial "8" to access the FX line. Our desire is to be able to dial "8" and then a 7-digit number - and if the FX line is busy, to have a "1" and the area code prepended to the 7 digits and then to have the call go out Line Group 0. Nothing I have tried works. I get a fast busy signal and the word "disconnected" whenever the FX line is busy.
The related short codes I have in the switch right now are:
1) 8 / secondary dialtone / . / 1
2) [8]N; / dial / N / 1

I have tried the following in LCR:
1) Main Route: [8]N; / N / dial / 1...Alternate1: [8]N; / 1801N / dial / 0
2) Main Route: 8xxxxxxx / N / dial / 1...Alternate1: 8xxxxxxx / 1801N / dial / 0
3) Main Route: 8N / N / dial / 1...Alternate1: 8N / 1801N / dial / 0

Any guidance would be GREATLY appreciated!
