I'm not sure what versions you're talking about. System software v3.1(65) make sense but are you talking about CCC v5.0(33) that was released in June 2006? The v3.2(17) is the version of system software that was released in July 2006 - the admin Manager program is now finally backwards compatible with all previous versions of system software.
To be sure you'd need to check the release notes, which you should be sent by your distributor, or download them from http://support.avaya.com. Release notes should be read BEFORE any software is installed or upgraded. I've just read the Release Note for CCC v5.0(33) and it doesn't mention required software levels of the system so as there are minor changes between that and CCC v5.0(25) and they're just bug fixes you should be fine.

If you're upgrading CCC, then you should check the upgrade procedure (unless you're very familiar with it) in the Release Notes before proceeding.

What country are you in? If the UK, are you a reseller or end-user? If reseller, which distributor do you buy from? There are a couple of great distributors and several cowboys!
