Adding stations to IPRC card??

I have an InterTel Axxess system with a 16 port IPRC card and 10 existing 8662e VoIP phones. I bought some additional phones but cannot figure out how to add new stations. I've read the entire Axxess IP Devices Install manual to no avail. I can configure the phones with IP address, gateway, and IPC address, but when they boot they report 'Local IP card not found' and remote IP card not configured. I notice that these phones have a different firmware version 1.0.33 vs. 2.0.06 for my existing, but the seller insists that they should at least boot. I think what I'm missing is how to configure the IPRC card. When I log on to the card I do not see the new phone in the list and cannot determine how to add one there. I can see the 6 remaining session IDs that all say 'No Associated Channel' but cannot see any way to configure from either the IPRC html interface nor the InterTel Session Manager software. Can anyone help?

Load new firware on the phones. What version of axxess?
